no you usually get rare weapons in gold, silver is the way to go if you want armor/emblems.

Is bronze worth opening?

Stick with Bronze. Each Bronze pack has around a 50% chance of getting a permanent REQ. Silver is guaranteed 2 permanent REQs, but it costs 4 times as much as Bronze. You do the math. Once you collect all your commons, then move to Silver.
