You do know Joe Staten wrote/is writing a new Halo book, right? Is Joe the original author? If so, whatever that man produces is what is the actual history of Halo, unless noted otherwise. If not, he's irrelevant. To an extent this is true. At the same time, there are plenty of fictional works that have had multiple authors contributing to the canon without the consent of the original creator. What ends up as canon in any particular universe varies quite widely depending on the circumstances. Just because you contribute plot/whatever to a story, doesn't mean it's actually apart of that history/universe. MUCH less without the consent of the original author. That's just non canon fan fiction. Fan fiction will never be apart of the main history/universe/canon of the original author's universe.
