When a tournament organization or Twitch uses that term thats what they generally mean. The highest common denominator over the course of an event. Lets not start with semantics, please lol. 

Let me do some digging I can get Iron Gaming's Season 1 and 2 Stats on this give me a bit :)

Concurrent just means "at the same time"

 

Generally when someone mentions Concurrent, it's "Highest CCU" -- meaning the maximum amount of viewers a stream had at any given point.

 

For an example:

Notice these LoL Season 4 Worlds viewership stats mention the word "concurrent" to describe the peak viewership.

(Second example: CSGO)

 

 

 

Concurrent =/= maximum.  Concurrent basically means the highest average number over the course of a few days or week. The peak (or max) is the highest it hit in that same time frame. There is also "unique" viewers where a stream can count exactly the amount of people who tuned in if only for a second.

 

Is it a safe assumption that you are basing this off the requirements to gain partnership for Twitch?
